One of the biggest features of the 2013 GPVWC Superleague will be the introduction of the new Engine Development System, which will allow teams to become full constructors and supply powerplants to other outfits.

As this is such an important and revolutionary development in our league's management simulation, we want to give all members as much information as possible in order for team managers to make an informed choice about their team's future.

The following information has been sent to all team managers, who have also been asked to indicate whether their teams would like to apply for one of the four Engine Constructor's slots.

2013 GPVWC Superleague - Engine Development

The entire engine research and development system is based upon a system with which most of you are very familiar. The system will utilize the system presently in use with the standard Research and Development system, merely tweaked to cater for the improvement of engine components, rather than wings and aerodynamics.
Engine R&D points are earned in the same style as regular R&D points; with one small exception. Engine R&D points can only be earned during ‘official test’ sessions (four pre-season, two in-season). Laps completed in free practice do not contribute towards engine development.
All teams begin at ‘zero’. On day one, every engine is equal. It’s up to you as the manufacturers and customers to work together and make your engine the best on the grid.
All teams contribute R&D points towards an engine’s development, whether works or customer, every lap completed by each car running a particular engine in an official test is important. Of course only the engine manufacturer can dictate the developmental direction of an engine, but we encourage works and customer teams to co-operate throughout this particular process, the feedback of two or three teams is certainly greater than that of just one.
One important aspect of the points accumulation with regards to engine development is that customer teams can only contribute a maximum of 50% of the points that a works team is able to e.g. the works team may earn twenty points for completing forty laps with one car, but a customer team can only earn a maximum of 10 points for completing the same forty laps. This has been implemented to ensure that no one particular engine will fall behind in development should one of the teams utilizing it fall off the radar, the brunt of the work with regards to points accumulation will be undertaken by the works team.
As an engine is developed, the upgraded unit is released to all teams, both works and customer, at the same time. As a customer, you receive an updated engine specification on the very same day as the works team.
Teams that successfully obtain a works contract will be expected to pay an up front charge of 25,000,000; this fee allows the teams to become engine constructors; however, engine constructors will also have to pay an additional 5,000,000 for each customer team that they sign ensuring a maximum cost of 40,000,000 for a works team that is successful in signing three customers.
For teams that choose not to apply, or are unsuccessful in their bid to become an engine constructor, not a lot changes. You will still be bidding on engines as you would have done in 2012 and previous years, only this time you will have a maximum of just four to choose from, with each works team being able to sign a maximum of three customers. Works teams will receive 20% of the monies bid by each successful customer team signing e.g. Team A places a successful bid of 25,000,000 on Team B’s engine; Team B receives 5,000,000 from the 25,000,000 that was bid.

By introducing this financial incentive for a works team to ‘sell’ their engine to the maximum number of potential customers, we hope to introduce a new element to the media aspect of our league, with publications trying to entice customers into purchasing a particular engine along with news from the engine manufacturer regarding development progress and ambitions.

Deadline for teams application is December 19th, while we hope to give a confirmation of which teams have been chosen before the Christmas Break.
